For me i just lowered the settings, hoping an optimisation patch. it's very shame that games these days are so poorly optimized for PC. this phenomenon just growing bigger and bigger : ( Mostly caused by the console to PC port sadly. That effect seems to not be multi-threaded very well and will peg one CPU core to near 100% quite often. Turn it down a step or two. The only way for me to get max usage is to bump the resolution scale to 1.2, but that causes the game to run at lower fps and this game in particular feels terrible at 60FPS to me.
