WebIt was actually a pretty big part of a wizard's power in 3.5. Scribe Scroll was a feat, and wizards got it for free at level 1. It was expected that wizards would scribe scrolls of their utility spells, rather than preparing them. But scribing scrolls also cost experience points - so good riddance to that. I like this downtime system much better.
WebCore 5e does have rules regarding how much time is required to improve skills, and how much can be improved over downtime alone. I've had tables approach these rules differently based on rule of fun, but if nothing else, it's a good thing to have in the back of your mind for downtime.
